On December 13, 2010, President Obama signed into law Public Law 111-296, the Healthy, Hunger-Free Kids Act of 2010 (HHFKA). This historic legislation marked the most comprehensive changes to the school nutrition environment in more than a generation. The last update to school meals standards was over 15 years ago. Since that time, tremendous advancements in our understanding of human nutrition have occurred. In response to that reality, the HHFKA required USDA to update school meal nutrition standards to reflect the most current dietary science.

The timing of this legislation and USDA’s standards are critically needed to help combat the epidemic of childhood obesity as well as the urgent problem of childhood hunger. Nearly 1 in 3 children are at risk for preventable diseases like diabetes and heart disease due to being overweight or obese. If left unaddressed, health experts tell us that our current generation of children may have a shorter lifespan than their parents. Additionally, during 2010 over 17 million households in the United States, representing over 32 million adults and over 16 million children, struggled to put enough food on the table. For many of these children, a school meal is the only nutritious source of food they can count on.

Serving sizes will be adjusted to meet age appropriate calorie limits
Larger Servings of vegetables and fruits
Students must take at least one serving of produce
A wider variety of vegetables
All salads must contain dark green leafy vegetables.
We will no longer use iceberg lettuce to create a salad mix.
ONLY fat-free or 1% Milk (flavored milk must be fat-free)
All grains must be whole grains
Less sodium

Yes. Frozen 100 % fruit juice without added sugar can be offered at breakfast and lunch. Since the juice is 100 %, a ½ cup portion credits for a ½ cup of fruit. All students, including high school aged, are limited to ½ cup (4 oz) portions of juice.

Here at Flagler FNS we were ahead of the new guidelines and started implementing them over the last 3 years. Your child is already accustomed to seeing:

Fresh fruits and vegetables daily
A variety of whole grains including brown rice, pasta, and bread
Salads with a variety of fruits and vegetables
1% and fat-free milk

We value our student’s opinion and conduct taste tests on all new products added to the menus. In addition, if a child wants to taste test something new, they are encouraged to ask cafeteria staff to sample any fresh fruits or vegetables.

As long as your child selects a minimum of 3 food components- one being a fruit and/or vegetable they will receive their meal at the appropriate meal status price.

If your child has a food allergy to milk or does not like milk they do NOT have to select it as part of their meal. They can select 100% fruit juice as their fruit component choice, visit one of our conveniently located water fountains, or purchase bottled water. The cafeteria can provide Lactaid Milk to those students with an approved doctor’s note on file with the cafeteria manager.

As part of the new regulations, in order for a student to receive their meal at the established free, reduced, or paid rate they must select a fruit and/or vegetable. In an effort to not waste food each school will have a Student Share Station where unopened pre-packaged items (Ex: apple slices, juice, milk, baby carrots) may be placed in a temperature-controlled bin for other students that enjoy these foods to take.

Lowfat and non-fat milk are the only milk choices served because they are recommended by the Dietary Guidelines for Americans. Whole milk and 2% reduced fat milk are very high in fat, a large portion of which is saturated fat. The guidelines used for school menu planning state that saturated fat levels in school meals cannot exceed 10% of total calories. Providing lowfat and non-fat milk allows us to stay in compliance with these guidelines.

Whole grains still contain the two outer layers of the grain, the bran and germ layer. These layers contain vitamins, minerals, and fiber. When a grain is processed to make products such as white bread, those two outer layers are removed. We use whole grain products frequently on our menus, and are continually incorporating more items as they become available.

USDA recently published practical, science-based nutrition standards for snack foods and beverages sold to children at school during the school day. The standards, required by the Healthy, Hunger-Free Kids Act of 2010, will allow schools to offer healthier snack foods to children, while limiting junk food. By contacting your school cafeteria manager, you can put several restrictions on your child’s account. They include: “no al a carte”, “cash for snacks” meaning money on the account cannot be used to purchase snacks, and “limit $2.50 day” which will only allow the child to choose from the $2.50 classic combo menu. If you have a different restriction you would like to place on the account, contact your school cafeteria manager.

No student will be denied a reimbursable meal if they forget their lunch or their lunch money.  Students will be allowed to charge a reimbursable lunch to their account.  Upon a balance of -$5.00, the School Messenger System will place an automated call to the household.  These calls will occur on a weekly basis until the debt is less than -$5.00.  If charges reach an excessive amount, further attempts will be made to communicate with the parent/guardian in an effort to remedy the situation through assistance with the free/reduced meal application process.  Under no circumstances may students purchase a la carte items without appropriate funds.   

All students registered in the Flagler County School District (FCSD) are placed in our database and receive a PIN number. This PIN allows them access to their meal “accounts” and discretely identifies their eligibility to the cashiers at the schools. This is how they know what amount (if any) to charge the student for his/her meals. The PIN they receive will follow them from school to school and grade level to grade level for as long as they are enrolled in the FCSD. This does not apply to students attending charter schools at this time, only public schools

There are several methods. You may send cash or a personal check to school with your child. The schools are not currently set up to handle credit or debit payments. If you wish to use this form of payment please visit www.PayPAMS.com and set up an account. This service is free to families and not only allows you to make secure payments, it also allows you to track your student’s cafeteria spending. If you don’t feel comfortable sending payments over the Web, you may still set up a free account at this site for tracking purposes only.

Our program is federally funded. Unfortunately what we receive in funding does not cover the cost of operations. In addition, we sponsor the After School Snack Program and the Summer Food Service Program, both of which are at no cost to our students. Our a-la-carte program is intended to supplement the lack of funding, allowing us to keep our “self-supporting” status.    The Food and Nutrition Services Department does not take one penny from the General Fund, which is what funds the classrooms. Maintaining our self supporting status is critical to the financial success of the District. A student’s eligibility only applies to the main meals, not the extras. If a student wishes to purchase an item that isn’t on the menu, the cost is the same for all students, regardless of their eligibility.
